I think he means that on a local scale the same general color can be cooler or warmer. For instance you can have the general color red, but depending in what hue direction you lead it you get a warmer/cooler version of the base color.
If you move the hue slider in the direction of yellow you get a warmer version of red until it eventually turns into orange. If you move red towards blue, so in the opposite direction, you receive a cooler version of it until it eventually turns into purple/pinkish. That's how i understand it anyway, just don't take my word for granted since i'm pretty much an amateur.
